RCBC: The new bank of NELFI?
Is RCBC the new bank of NELFI???
What happened to Metrobank???
I guess these questions is in the back of the mind of all the NELFI members.
January of this year, NELFI issue a bank referral slip to their members, they say the slip is from Metrobank. They will just present this bank referral slip to any branch of Metrobank to get their promised salary. I wonder what happened to those bank referral slip when they present it to Metrobank, did Metrobank honor it? If you're one of the lucky member of NELFi who present the bank referral slip to any Metrobank branch, you can share your experience here or in the forum.

Hmmmmmmmmmm how long the members have to wait again for that? I email metrobank and I inform and warn them they are being used by NELFI on their illegal activities.
Two years ago NELFI, that was September 2006, NELFI claim that they have an account in Asian Development Bank (ADB). Two months later ADB issue an advisory that they have no business dealings with NELFI in any way.

Hundreds of oil-spill claimants fall victim to promised aid from Marcos wealth
At least six hundred residents in Guimaras island are card-bearing members of a foundation subject of a government advisory for conducting unauthorized activities elsewhere in the country.
The latest modus operandi has now reached the island-province with promised loans cum dole-out of P100,000 to each oil-spill victim in exchange for foundation membership with corresponding application fee of only P200.
The Securities and Exchange Commission (SEC) in a continuing advisory cautioned the public though against this foundation identified as the North East Luzon Foundation Inc., formerly known as the Cagayan Valley Farmers Association.
Albeit carrying SEC registration No. a199717282, North East, the SEC warned, is not authorized to grant loans.
"The public is therefore strongly advised to take necessary precaution before entering into loan transaction with the above said entity," the SEC advisory obtained by TNT went.
The number of the members in Guimaras now feared to be victims of this foundation is believed to have doubled and continues to grow with massive membership campaign underway in the five towns here.
In Buenavista alone, The News Today (TNT) got confirmation of the October "oathtaking" held in the town covered gym that saw the attendance of new recruits numbering to about 550 to 600 individuals.
With promised monthly financial assistance of at least P20,000 a month, no-interest loans and a service vehicle for the 'senior' and outstanding coordinators, North East Luzon Foundation Inc. has since generated an influx of willing members.
The Guimaras operation was made public following a Bombo Radyo report that disclosed of the growing number of applicants and the supposed forthcoming oil-spill assistance amounting to millions.
A glaring contrast to what Petron and the International Oil Spill Compensation Fund in a recent media conference announced. From their end, ready release of money claims for the oil-spill victims are underway however the amount was not even half of what the foundation promises to give.
A TNT source said tagalog-speaking recruiters began to make the rounds back in July still and came back with more promised aid when the oil-spill incident hit Guimaras. Locals recruited were encouraged and "authorized" to bring in more members with particular attention given to oil-spill hit barangays.
Earlier this month more frenzy was observed when word got out regarding the P100,000 help due to the oil-spill.
The locals were told that the P200 will ensure their inclusion to the list of recipients. And the money will come from the government sequestered wealth of former President Ferdinand Marcos.
It has to be done in 'hush-hush' too, the locals were told, with the release passed off as a sort of calamity loan but in "reality," an all-out dole-out.
A woman organizer in Barangay Getulio, Buenavista, Guimaras is said to be the most senior amongst the new recruits thus earning her the title "provincial coordinator." "Lesser" titles too for numerous barangay coordinators and municipal coordinators who all await of the foundation's promises.
Efforts were made by TNT to locate foundation officials for clarification however no contact persons nor numbers were located as of press time.

para sa mga members ng NELFI na disappointed dahil sa di natupad ang pangako ni Chairman. May Tanong ako sa inyo: Alam nyo na ba ang dahilan kung bakit di natupad ang pangako ni Torres until now? HINDI! Tapos mo na ba ang mga requirements mo? Did the NELFI main Office told YOU "OK na ang Papers mo"? How much money did you spend ni processing you papers?

Philippines now a days are suffering from a comprehensive crisis.Means to say...crisis on political, economic, values, and etc. I don't know what could the government do on this kind of problem to most of the Filipino.
In relation with the Nelfi...
Nelfi is a foundation having a great values, mission, vision that suits to the situation in the Philippines that hopefully can change the existing condition in our country.
We don't know if this realistic or we could say its very ambitious goal towards some of the Filipino citizen.
The only thing i can say is that they keep on saying it will start the operation.
Is this a delaying tactics to measure the members determination?
I would challenge the chairman on this foundation,
Sir If this is true, then let the hope of the Filipino people turn into actions.
Because i believe that hope without an action is only a dream.
But if the operation starts, then let us change the hope of the Filipino people turn into actions.

June 27 2008 at 2:14 PMPlease tell us the truth if nelfi is a scam or can really help the poorest of the poor? So we can move on.
Because again they're asking contribution for our assembly this year for 200 pesos and P125 for the assembly area, Total of P325 for each member.
Last year they're asking another contribution for our signature card worth P300 and after that, they asked another P100 for again mailing expenses for our signature card, and then another contribution for color coding envelope worth P50 pesos plus P200 for biodata form plus mailing expense worth P20 pesos.
And after that nanghingi na naman nang tag P100 for bank slot number namin.
Ngayon, ito na naman humihingi na naman yong ReCo Ester Lucero/President Maristilla Tabuan at iba pang mga officials sa amin nang P325 each officer/member. Then tinatakot pa kami nga if hindi kami mag co-comply, hindi na kami makatangap kasi may form silang ipinatakita nga final na daw yong assembly na yun. Doon daw namin makuha yung bank slot procedure namin. If walang contribution, hindi makapasok sa assembly area. Pag hindi namin makuha yung bank slot procedure, goodbye, wala na kaming matangap. Yun ang sabi nila.
Sana makarma naman sila sa lahat nang pangloloko nila sa amin. Kung gaano kalaki nang amount ang na swindle nila sa amin mas malaki pa sana yung mawawala nila. MAKARMA NA SANA SILANG LAHAT NG MGA INVOLVED sa pangloloko sa amin.

Puro pirma doon, meeting dito ang pinag gagawa nila sa mga member at puro rin pangako sa wala. Magandang layunin sana kung totoo man yan. Almost 5 years ng nag ooperate yan pero sila pa ang humihingi sa mga member ng pera para sa kung ano anong fee.
Sana mapansin ng kinauukulan ang operation ng mga ito at maimbistigahan para magkaalaman kung totoo man o hindi ang pinaggagawa ng mga to at ng hindi na umasa pa mga mga taong dukha na hanggang ngayon ay patuloy pa ring umaasa sa lahat ng kanilang ipinangakong tulong pinansyal. Dahil para sa kanila isang malaking ? kung totoo nga ito.

NELFI? Is this foundation really the deliverer of the poor in the Philippines?
They say to their members that the European Union will fund the operation cost and cash assistance program of the foundation. Cash assistance program is aimed for the poor because the money lend have no interest, cash assistance range from 100k - 500k pesos. And they promise high salary to the officers ranging from 30k - 100k pesos, I ask one of the NELFI officer and he said that NELFI has almost 500k officers and more than 60 million members. Wow they really have a lot money. If they're telling the truth. What do you think???

I suppose everyone wants to be delivered from poverty, especially in a country like Philippines and poor provinces like Batanes or Siquijor.

Microlending program such as NELFI has been in existence in the Philippines for quite some time, and it has always been one of the strategies implemented by both the government and the non governmental organizations to help the poor. I don't think any organization can single handedly eradicate poverty in the Philippines -- both the government and NGOs have been at it for centuries and yet there remains a lot of poor people in the Philippines. You have a point there. Indeed the Philippine government can't alleviate the poverty alone. But what really bugling my mind is the huge salary of the NELFI officers ranging from 30,000 - 100,000 Philippine pesos, and they have almost 500k officers.
I made a computation, I assume that all the NELFI officers salary is 30,000 pesos, multiply it to 500,000
30,000 - salary
x 500,000 - number of officers
= 15,000,000,000 - sum of salary for 1 month...
In words fifteen billion pesos monthly, just for the salary of the NELFI officers. That was just the salary, not to mention the money to lend to the poor citizens of the Philippines.
In my point of view...
This NELFI is too good to be true...

Kung pinapangakuan kayo ng malalaking sweldo, mag-isip lang ng kaunti. Saan kukunin ang ipapa-sweldo? Ganuon na lang ba kalaki ang kinikita sa patubo sa mga pautang at kaya nilang magpa-sweldo ng malaki? Kung may ganuon kalaking pera ang NELFI, kahit siguro sa Makati City na itinuturing na sentro ng kalakalan, kaya nilang magtayo ng opisina, hindi sa Santiago City lamang. A little common sense goes a long way.
Kaya siguro wala pang lumalabas sa media tungkol sa NELFI ay dahil wala pang nagrereklamo. Sinasabi kasi na wala ka namang gagastusin. Maaaring wala nga o kaya ay manghihingi ng konting pang gastos gaya ng pagpapa-ID. Kahit maliit ang hinihingi, sa dami ng members ay malaking pera na rin yun!
Kung may reklamo kayo tungkol sa NELFI, magpadala ng e-mail sa gomez_ana2004@yahoo.com. Si Ana Gomez ang nakikipag-coordinate sa media.Kapag nakalikom ng sapat na reklamo ang mga ito ay maiimbistigahan na ang NELFI. The News Today (TNT): North Easlt Luzon Foundation in Guimaras
Enticed to receive loans cum generous dole-outs of up to P100,000, the oil spill victims were initially offered the membership of a purported "private foundation" supposedly funded by the ill-gotten wealth of former President Ferdinand Marcos.
Yet with at least six hundred of the Guimaras locals estimated to have paid membership fees and corresponding loan processing fee, The News Today (TNT) gathered that the last of the representatives of this foundation was confirmed to have left the island.
As such, unacted applications and undelivered promises of the oil spill victims turned foundation members have now 'evaporated.'
All card-bearing members of North East Luzon Foundation Inc., the loan applicants were earlier warned with said foundation subject of a government advisory for conducting unauthorized activities elsewhere in the country.
The modus operandi then as disclosed to authorities, confirmed the massive barangay-based recruitment for new members exchange for foundation membership with corresponding application fee of only P200.
Membership fee was to be first step in securing a loan of P100,000 that was supposedly due to oil spill victims alone. It further promised of zero-interest and was practically a "dole-out" to the successful loan applicant.

"Natunugan gid man nila sang nabulabog sa media nga daw delikado sila diri. Pero daku man to kuha nila kay tag P200 daan tagsa sa applicant ang nakuha nila. From Visayan Daily Star: North East Luzon Foundation, Inc. in Bacolod
NBI Bacolod chief Philip Pecache said some people are being invited to become members of a group that will allow them to get a share of the Marcos wealth, and he is calling on them not to believe those recruiting them and allow themselves to be fooled.
Pecache also asked those who may be among those who paid P200 each to the North East Luzon Foundation Inc., to report the matter to his office so they can investigate the group.
A similar group had also operated in Pangasinan using the same scheme to get money from the unsuspecting public, which the NBI filed charges against, Pecache said.
He said they are urging those who paid the group operating in Bacolod to come forward because, most likely, it is not real.
"So far what we have is just hearsay. We need witnesses to investigate the matter," Pecache said.
"If there is any real distribution of the Marcos wealth, that would be publicly made by the rightful owner," he said.
"Other people cannot decide what to do with money that is not theirs," he added.
Information provided Bombo Radyo said members of the North East Luzon Foundation Inc. with address at 70 Domingo Street, Plaridel Heights Subdivision, Isabela, recruited about 1,200 people in Barangay Mansilingan, Bacolod City, on Saturday and many paid a fee of P200 each.
The group was said to have held its first Region 6 general assembly at the Barangay Mansilingan Gym that was locally arranged by a certain Doris Camanal.

Mansilingan Barangay Captain Tommy Inventor yesterday confirmed that it was Doris Camanal of the barangay who had arranged for the use of the gymnasium for a symposium that he estimated to have an attendance of about 1,200 people.
Camanal said yesterday that she did not want to be interviewed by the media when an attempt to get her side was made, Inventor said.
It appears that the group has barangay coordinators who urged the people to join the symposium, Inventor said.
He said there were Tagalog-speaking people, one of whom he identified as Sheryl Oroceo of Isabela.
Inventor said he did not attend the symposium but was told by those present that they were asked to pay P100 for food and another P100 for their identification cards.
The residents were promised that as members of the group, they would be given loans from the Marcos wealth of not less than P100,000, Inventor was told.
Carmen Nagum, Philippine Overseas Employment Administration Bacolod chief, said they have received a report of the presence of the group in Bacolod but no complaints against it have been lodged with her office.*CPG

Asian Development Bank Warns of Property Scam Misusing ADB's name13 December 2006
The Asian Development Bank (ADB) has become aware of a potential property scam in which the ADB is indicated as a corporation duly organized and existing under the Philippine laws and to be represented by a Mr. Norberto J. Labsan, allegedly a representative of the North East Luzon Foundation (NELFI).
ADB is neither a corporation under the law of the Philippines nor does ADB conduct real estate transactions. ADB is a multilateral development bank owned by 66 member countries providing loans and technical assistance to its developing member countries with the overarching goal to reduce poverty in Asia and the Pacific and is guided by its charter.
Mr. Norberto J. Labsan is neither an existing nor a former ADB staff member or consultant to ADB and has not been appointed by ADB as Attorney-In-Fact. Neither Mr. Labsan nor NELFI have been involved in any ADB projects and ADB has no business dealings whatsoever with either of them.
Any powers of attorney, offers or contracts indicating ADB as buyer and stating Mr. Labsan as its representative are false and should be sent to ADB's Integrity Division at 6 ADB Avenue, Mandaluyong City, 1550 Metro Manila. Naipabatid sa Asian Development Bank (ADB) ang isang potensyal na pandaraya tungkol sa mga lupain kung saan ang ADB ay sinasaad bilang isang korporasyong binuo at nabubuhay sa ilalim ng batas ng Pilipinas na kinakatawan ng isang Ginoong Norberto J. Labsan, ang sinasabing kinatawan ng North East (Hilagang Silangan) Luzon Foundation (NELFI).
Ang ADB ay hindi isang korporasyong sumasailalim sa batas ng Pilipinas, at hindi rin ito nagsasagawa ng mga transaksyong tungkol sa mga lupain. Ang ADB ay isang Multilateral Development Bank na pag-aari ng animnapu’t anim (66) na mga bansang miyembro nito, at nagtataguyod ng pagpapautang o tulong-pinansyal at tulong-teknikal sa mga miyembro nitong mga bansa na papaunlad pa lamang, sa layuning maibsan o mabawasan ang kahirapan sa Asya at Pasipiko, habang gabay ng isang charter.
Si Ginoong Norberto J. Labsan ay hindi isang empleyado o retiradong empleyado ng ADB, o kaya consultant sa ADB, at hindi pa ni minsang naatasan ng ADB bilang Attorney-In-Fact. Si Ginoong Labsan at ang NELFI kailanman ay hindi nakasali sa anumang proyekto ng ADB, at kailanman hindi nagkaroon ng transaksyon o usapang pang-negosyo sa ADB.
Anumang powers of attorney, pag-aalok or kontratang nagsasaad sa ADB bilang mamimili, at nagbabanggit kay Ginoong Labsan bilang kinatawan nito, ay hindi tunay at walang katotohanan, at dapat na ipagbigay alam kaagad sa Integrity Division ng ADB sa 6, ADB Avenue, Mandaluyong City, 1550 Metro Manila.
